means a person who is entitled under the laws of a province to practise the profession of medicine or dentistry;
, in respect of a supply of optometric, chiropractic, physiotherapy, chiropodic, podiatric, osteopathic, audiological, speech-language pathology, occupational therapy, psychological, psychotherapy, counselling therapy, midwifery, dietetic, acupuncture or naturopathic services, means a person who

except where the value of the admission, discount or right is insignificant in relation to the consideration for the membership;
on a regular or continuous basis throughout the year or a significant portion of the year;
and for the purposes of this definition, an organization is owned or controlled by a municipal body if
means a body that is established by Her Majesty in right of a province and designated, under section 259 of the Act, to be a municipality for the purposes of that section;
