Real Property Tax Service Agency
The mission of Ulster County Real Property Tax Service Agency is to provide local and state government officials, as well as the public, with comprehensive, accurate and reliable real property information, assessment data, property tax data and exemption information. These services are intended to further the goal of equitable assessment administration, resulting in the fair and accurate distribution of property taxes.
Responsibilities and Services
The Ulster County Real Property Tax Service Agency is a division of the Ulster County Department of Finance. It was established by Article 15A of the Real Property Tax Law to provide specified services to local governments, including:
- Producing and maintaining tax maps and ownership records for use by local assessors in preparing assessment rolls. (There are approximately 87,000 tax map parcels in Ulster County, with over 4,000 property transfers and 500 tax map revisions processed annually.)
- Providing training and administrative support to local assessors and their staff
- Providing training for Board of Assessment Review members
- Reviewing subdivision maps prior to filing with the County Clerk
- Calculating municipal and special district tax rates
- Processing applications for corrected tax rolls and the refund of property taxes
- Assisting with the disposition of tax delinquent properties; and Calculating payments in lieu of taxes for Industrial Development Agency projects
